A while ago, a New Zealander land owner was prosecuted for failing to maintain an Army-built bridge on his property, which collapsed causing the death of a person using it.
It turns out though that the Army knew the reason for the failure was their own faulty design and construction - and had written as much in the 'Butcher Report'.

Typical though of any Govt Dept caught red handed. try the bold faced lie 1st if that doesn't work find a scapegoat.
